It is the responsibility of the instructor: Wajahat Noor, who is the manager of the Instructor Training Centre at Emirates Driving Institute (EDI), provided the following explanation: "It is the responsibility of the instructor to take care of the safety of the learner, the training vehicle, as well as other road users."

"There are many challenging situations in which learners are prone to making mistakes; consequently, instructors need to exercise extra caution in any given situation. Some examples of these situations include a sharp curve, a roundabout, a traffic light, merging from a minor road to a major road with a stop or give way sign, lane change, two-way traffic with many vulnerable road users such as pedestrians, cyclists, and e-scooter riders getting close to the front vehicle, as well as highway and road conditions.

Noor emphasized that in the event that there are errors made by students that have the potential to result in accidents or fines, the errors will be regarded as the instructor's fault, and ultimately, the instructor will be responsible for the consequences.
