UAE issues a warning to residents and citizens during Ramadan and a fine of up to 500,000 dirhams

The authorities in Dubai have issued a warning and will undertake a campaign to prevent begging throughout the emirate. This comes as the holy month of Ramadan draws near and inhabitants are getting ready for the holy month.

Beginning on April 13, 2024, the effort to discourage begging will get underway. A minimum fine of Dh5,000 and a maximum sentence of three months in prison will be imposed on anyone who commit the offense.

A news conference was held by the Dubai Police Department at their headquarters in Al Twar. During the conference, Colonel Saeed Al Qemzi, who is the Director of the Wanted Persons Department, stated that the department is making every effort to put an end to the habit of begging.

In the holy month of Ramadan, beggars take advantage of people's sympathy and kindness, and they take advantage of the generous sentiments that are prevalent during this time. According to Colonel Al Qemzi, this activity is considered to be a harmful behavior that poses a threat to the safety and well-being of the society.

Those who are responsible for organizing events that involve begging and bringing individuals from other countries to participate in it will be subject to a punishment that includes a minimum of six months in prison and a minimum fine of one hundred thousand dirhams.

Issuing a warning to citizens and residents

A growing tendency that individuals are exploiting social media platforms to encourage begging while fraudulently claiming to be helping those who are in need was brought to the attention of the department on the occasion. It has been stated by the police that severe actions will be taken in order to deal with activity of this nature.

Article 5 of the Information Technology Crime Law of 2012 states that anyone who uses information technology means to solicit or promote fundraising without a license that has been approved by the competent authority shall be subject to a fine of not less than Dh250,000 and not more than Dh500,000, or they may be subject to either of these penalties.

Legitimate ways of charitable giving

Officials have asked locals to make advantage of legitimate avenues for charitable giving and assistance, and they have discouraged residents from giving money to beggars. Consequently, this helps to ensure that donations are sent to the appropriate individuals and causes that are worthy of them through reputable charitable organizations and institutions. According to the data provided by the police, 99 percent of people who beg consider it to be a vocation.

The inhabitants of Dubai have been requested to cooperate with the Dubai Police by reporting any instances in which they come across individuals that are begging in residential neighborhoods or in front of establishments. According to Col. Al Qemzi, "Residents have the option of filing a complaint through the service of Dubai Police application or by dialing 901."

According to the authorities, a huge number of individuals and groups have been discovered gathering large sums of money through the practice of begging. Since the year 2020, we have apprehended and punished more than 1,700 people who were begging. According to Colonel Al Qemzi, there were a total of 1,238 males and 487 females within the group.

It is the intention of the police to raise awareness about the problem of begging using a variety of channels, such as placing panels in residential areas, installing screens in automated teller machines, and installing 300 display screens in all 26 Union Co-op supermarket stores. Additionally, awareness efforts will extend to Friday prayer sermons, with lectures on begging scheduled after each of the five daily prayers. These sermons will coincide with the Friday prayer service.
