During their stay in the United Arab Emirates, citizens of 45 different nationalities are permitted to use the driver's licence that is issued by their home country. Those 45 nationalities are: Estonia, Albania, Portugal, China, Hungary, Greece, Ukraine, Bulgaria, Slovakia, Slovenia, Serbia, Cyprus, Latvia, Luxembourg, Lithuania, Malta, Iceland, Montenegro, the United States of America, France, Japan, Belgium, Switzerland, Germany, Italy, Sweden, Ireland, Spain, Norway, New Zealand, Romania, and Residents of Singapore, Hong Kong, the Netherlands, Denmark, Austria, Finland, the United Kingdom, Turkey, Canada, Poland, South Africa, Australia, Israel, and the Republic of Azerbaijan are able to exchange the driver's licence that is issued by their home country for an Emirati licence, while residents of South Korea can do the same.

By signing in to the smart services, filling out the application data, and receiving the licence online, or by using delivery firms, the United Arab Emirates Ministry of the Interior (MoI) offers the service of replacing driving licences from other countries with the UAE driving licence. This can be done by transferring the licence.

As the Ministry now offers a service of recognition and replacement of driving licences, as part of the "Markhous" initiative, which enables citizens of the country to drive with their national licence in various countries of the world, and replace it with a local licence in case of residence, the Ministry affirmed its endeavour to achieve the strategic objectives that support the government's approach to providing the best electronic and smart services.

Conditions have been established by the Ministry for the recognition of foreign driving licences and the operation of motor vehicles on the roads of the country. These conditions include that the driver's licence be current and that entry into the country be for a reason other than residency. The Ministry has also established conditions for the replacement of a foreign driving licence with an Emirati licence. These conditions include that the individual be a national of one of the countries that Driving licences and permits. Motorcycles and other light vehicles are included in the replacement category.

It is important to note that the Ministry of the Interior, in collaboration with the Ministry of Foreign Affairs, has launched the "licenced" service. This is a new service that aims to facilitate the process of movement of UAE citizens, in various countries of the world, for the purpose of visiting or residing, by introducing them to the list of countries that recognise and replace the UAE licence around the world. The service that is available on the Emirati traveler's page on the website of the Ministry of Foreign Affairs, and its smart application (UAEMOFAIC), allows the citizen to choose his travel destination. In addition, the service that allows the traveller to view all information related to the replacement and recognition of his UAE driving licence, based on the intended destination, is available within the travel instructions for this destination.
